Gruha Jyoti Re-Verification Starts From Today: Full List of Documents Required for Karnataka Free Electricity Scheme

The Karnataka government has officially rolled out its statewide physical re-verification drive for the flagship Gruha Jyoti Scheme starting today, Wednesday. Aimed at plugging financial leakages, weeding out ineligible claimants, and updating data records, officials from all five Electricity Supply Companies (ESCOMs)—including BESCOM in Bengaluru—will be knocking on doors to physically cross-verify beneficiary profiles.
While political ripples have already begun to surface over the sudden audit, the Energy Department has reassured citizens that the drive is intended solely to ensure transparency and that the subsidy will continue uninterrupted for all genuine consumers.
Why is the Gruha Jyoti Re-Verification Happening?
Launched in July 2023, the Gruha Jyoti Scheme provides up to 200 units of free electricity to domestic households. However, the multi-agency audit follows major anomalies flagged by the state machinery, including the Karnataka Guarantee Implementation Committee.
Authorities recently detected significant misuse, including:
• Commercial establishments fraudulently claiming benefits under domestic accounts.
• Multiple active meters registered under a single individual’s name across various properties.
• Discrepancies involving deceased beneficiaries and outdated tenant profiles where occupancy had changed without updated rental registrations.
The Energy Department has heavily dismissed rumors regarding the termination of the scheme. “The verification process is crucial to safeguard public money and ensure that the welfare benefit reaches the rightful, genuine households,” officials maintained.
What to Expect: The On-Site Verification Process
Starting today, meter readers and ESCOM field staff will physically visit households across the state. The verification will not require citizens to visit government offices; instead, it will be executed seamlessly on-site.
• Digital Logging: Field workers will update data instantly using a designated mobile application.
• Self-Declaration: Beneficiaries will be required to fill out and sign a physical declaration form on the spot.
Note from the Energy Department: Since physical on-site verification is the only viable method to prevent duplicate claims, citizens across BESCOM, MESCOM, HESCOM, GESCOM, and CESC jurisdictions are strictly requested to cooperate with the visiting utility personnel. The entire physical verification exercise across the state is scheduled to be wrapped up within a strict timeline of two months.
Essential Documents to Keep Ready for Verification:
To ensure a smooth and quick check, the state government has mandated that beneficiaries keep the following documentation ready at home for the visiting staff:
• Aadhaar Card: Strictly for identity verification purposes only.
• Voter ID Card: Used to verify active residency and voter registration status in Karnataka.
• PAN Card: Required to verify taxpayer/income brackets (a point of contention raised by the opposition).
• Rental/Tenancy Agreement: Mandatory for tenants to prove active occupancy at the registered address.
• Ration Card: Required to cross-link household mapping and dependency data (both BPL and APL details will be collected).
• Passport-size Photograph: One recent photograph of the primary beneficiary.
• Caste Certificate: Required for complete demographic documentation.
Political Backlash Over New Document Criteria
The sudden door-to-door campaign has already ignited friction between the ruling government and the opposition. Leaders from the opposition have aggressively questioned the mandate for income-identifying documents like PAN cards and caste certificates.
Critics argue that the initial guarantee promised 200 units of free power to all citizens without rigid riders, accusing the administration of covertly altering eligibility criteria post-elections. State officials have also mandated that field staff note down the professional/occupational details of the consumers during the survey.
Nevertheless, the state government stands firm that collecting these parameters will help construct a permanent, tamper-proof system—including potential plans to issue consolidated welfare smart cards down the line. Residents of Bengaluru and neighboring districts are advised to verify the identity badges of ESCOM meter readers before sharing sensitive documents.
