DK Shivakumar Launches ‘Freedom from Waste’ Campaign in Bengaluru; Warns Vehicle Seizure for Illegal Dumping

BENGALURU: In a major push to overhaul the IT capital’s civic infrastructure and cleanliness, Deputy Chief Minister and Bengaluru Development Minister D.K. Shivakumar on Saturday launched the month-long ‘Freedom from Waste’ campaign near the Hebbal flyover.

Invoking Mahatma Gandhi’s adage “Cleanliness is next to Godliness,” Shivakumar emphasized that maintaining Bengaluru is a collective civic responsibility, warning that the government will enforce strict penalties—including vehicle seizures and double taxation on idle vacant plots—to tackle waste mismanagement.

Targeting 22,300+ Tonnes of Debris Across 1,600 Locations

Inaugurating the initiative alongside Greater Bengaluru Development Minister Krishna Byre Gowda by symbolically shoveling debris into a mortar pan near the Nadaprabhu Kempegowda statue, Shivakumar outlined the massive scope of the cleanliness drive.

Organized by five city corporations under the Greater Bengaluru Authority (GBA) in coordination with Bengaluru Solid Waste Management Limited (BSWML), BWSSB, BESCOM, BDA, and transport agencies, the month-long campaign aims to clear 22,372 metric tonnes of accumulated waste across 1,616 identified hotspots in the city.

The campaign focuses on clearing:

 Construction and Demolition (C&D) debris

 Solid waste and earthen mounds

 Abandoned electric poles, pipes, and overgrown vegetation

 Inert waste and roadside clutter

Over 70 heavy-duty tippers and dedicated cleaning squads have been deployed to clear blackspots across all zones.

Strict Directives: CCTV Tracking & Seizure of Vehicles Dumping Waste

Addressing the gathering, Shivakumar issued a stern warning against illegal waste dumping, directing law enforcement agencies and police to use citywide CCTV camera networks to track violators.

“In the beginning, when we issued notices and monitored cameras, illegal dumping stopped for about 15 days. But people slowly returned to their old habits,” Shivakumar stated.

“I have instructed the police that if anyone dumps construction debris, garbage, or buries waste on land without authorization, their vehicles must be seized immediately.”

5-Year Deadline for Vacant Plots: Build or Face Double Tax

To eliminate health hazards and unsightly dumping grounds created by unattended vacant plots across the city, the Deputy CM announced strict new mandates for property owners under the Bengaluru Development Authority (BDA) and municipal corporations.

 5-Year Construction Mandate: Plot owners will have a maximum of 5 years from allocation to construct a building.

 Penalty for Inaction: If owners leave plots vacant beyond 5 years purely as speculative investments, the government will introduce a double-taxation system or initiate proceedings to reclaim the land.

 Private Clearing Deadline: Owners of private vacant sites have been directed to clean overgrown weeds and debris by August 15. Failing to do so will result in the municipal body clearing the site and recovering the cost with added penalties.

“Banks are offering home loans at competitive rates. Build a small house first if needed, but do not leave land idle as an investment while expecting the government to manage sanitation issues,” Shivakumar added.

Street Vendors and Future Green Cover Initiatives

Reiterating that the government’s decisions were taken after consulting all-party legislators, Shivakumar assured that street vendors would not be arbitrarily evicted. Instead, designated vending zones will be established to keep footpaths clear while protecting livelihoods.

Furthermore, Shivakumar revealed that the state government is finalizing a “historic” initiative aimed at significantly increasing Bengaluru’s green cover in the coming weeks, stating that despite political criticism, “results will ultimately speak for themselves.”
