CM Siddaramaiah Slams Election Commission Over Inquiry into Guarantee Scheme Funds

BENGALURU: Karnataka Chief Minister Siddaramaiah has expressed strong displeasure with the Election Commission of India (ECI), questioning the poll body’s recent demand for detailed information regarding the funding of the state’s flagship “five guarantees.”

The controversy erupted just ahead of the high-stakes by-elections in the state, as the ECI sought a breakdown of the financial allocations for the schemes. Speaking to reporters, a visibly miffed Siddaramaiah labeled the move as “politically motivated” and an interference in the state’s welfare administration.

“Unprecedented Intervention”

Siddaramaiah pointed out that the guarantee schemes—which include Shakti, Gruha Jyothi, Gruha Lakshmi, Anna Bhagya, and Yuva Nidhi—were approved by the Cabinet and passed in the state budget long before the bypoll schedule was announced.

“When Karnataka fulfills its promises, why is the Election Commission getting worried?” the Chief Minister asked. He argued that the ECI typically monitors new announcements that could influence voters during an election cycle, rather than scrutinizing ongoing, established budgetary programs.

Political Tug-of-War

The Chief Minister suggested that the ECI’s inquiry was prompted by complaints from the opposition BJP, accusing the commission of acting at the behest of the Union Government. He maintained that the state has sufficient funds to sustain the schemes and that the transparency of Karnataka’s fiscal health is already a matter of public record.

The “five guarantees” have been the cornerstone of the Congress government’s platform in Karnataka. While the opposition has frequently raised concerns about the state’s mounting debt and the impact of these schemes on developmental projects, the government maintains that the guarantees are essential for social welfare.

Impact on Bypolls

The timing of the ECI’s notice is significant as Karnataka prepares for by-elections in the Channapatna, Shiggaon, and Sandur constituencies. The Congress party intends to use its successful implementation of the guarantees as its primary campaign plank, while the BJP continues to challenge the financial viability of these programs.

The state government is expected to submit a formal response to the ECI, but the Chief Minister’s vocal defiance sets the stage for a heated legal and political battle over the limits of the Election Commission’s oversight powers regarding state welfare spending.
