Tunnel Project Puts Congress Government in a Spot as Adani Group Emerges Lowest Bidder

The Congress-led state government has landed in a politically sensitive situation after an Adani Group company emerged as the lowest bidder for a major tunnel road infrastructure project, a development that has sparked sharp reactions from the opposition and reignited debates over political consistency.

According to officials associated with the tender process, the Adani firm submitted the most competitive financial bid among all participating companies while also meeting the required technical and eligibility criteria. As per standard procurement norms, government agencies are expected to move forward with bidders that offer the lowest cost and fulfil all technical conditions.

However, the outcome has proved awkward for the Congress, which had earlier mounted strong criticism against the Adani Group while in the opposition, accusing it of benefiting from preferential treatment and lack of transparency under previous governments. The current development has provided fresh ammunition to rival parties.

The opposition BJP was quick to attack the Congress government, alleging hypocrisy and double standards. BJP leaders claimed that the Congress had risen to power by targeting corporate-linked governance but was now prepared to award a high-value public project to the same corporate group it once criticised. The party has demanded clarity from the government on whether political rhetoric will give way to administrative decisions.

Responding to the criticism, government sources defended the process, stating that the tender was conducted in a transparent and rule-bound manner. “Public procurement cannot be influenced by political narratives. The decision is based purely on technical evaluation and financial prudence,” a senior official said, adding that rejecting a compliant lowest bidder without valid grounds could expose the government to legal challenges.

The tunnel project, projected as a key solution to urban congestion and traffic bottlenecks, is considered one of the government’s flagship infrastructure initiatives. Officials maintain that timely execution of the project is critical for improving mobility and reducing travel time in the city.

Despite official assurances, the issue has triggered wider political debate, with questions being raised over ethical governance, policy consistency, and the balance between political ideology and administrative responsibility. The final decision on awarding the contract is expected to be closely watched, both within political circles and by the public.

As the controversy unfolds, the Congress government faces the challenge of defending its commitment to transparency while ensuring that infrastructure development does not get stalled amid mounting political pressure.
