Karnataka’s Big Push For Women’s Progress-From Free Rides to ₹ 2 Crore Loans

The Karnataka Budget for the financial year 2025-26 underscores the state’s commitment to women’s empowerment through substantial allocations and targeted initiatives.


The budget has earmarked ₹90,000 crore for women and child welfare. While the allocation remains unchanged from last year, the focus on targeted initiatives is sharper than ever.


Take the Gruha Lakshmi scheme, for example. Launched to provide ₹2,000 per month to women heads of households, it saw a hefty ₹28,608 crore allocation in 2024-25, aiming to benefit 1.33 crore women. By January 2024, 1.17 crore women had registered, and ₹11,726 crore had already been disbursed. For 2025-26, the government has reaffirmed its commitment with a ₹17,500 crore allocation. But this time, there’s an added layer: beneficiaries will be integrated into Stree Shakti Sanghs, strengthening their financial and social independence.


Mission Shakti is also going strong. Launched in April 2024, the initiative continues with two key components: Sambal, which enhances women’s safety through One Stop Centres, Helplines, and Fast Track Courts, and Samarthya, which focuses on skill training, financial literacy, and welfare programs. The goal? A safer, more self-reliant future for women.


On the health front, Karnataka is pushing for better maternal and child nutrition with the 7th Poshan Pakhwada (March 18 – April 2, 2025). Awareness campaigns, millet-based nutrition drives (Shree Anna initiative), and iron & folic acid distribution are all on the agenda. The aim is simple: tackle malnutrition and anemia head-on.


The budget boosts women’s economic participation with term loans up to ₹2 crore for first-time women entrepreneurs over five years. It also funds skill development programs to enhance women’s expertise in agriculture, technology, and self-employment, fostering greater financial independence.


The Karnataka government is working to strengthen SHGs and women-led startups by offering subsidized credit, marketing support, and digital skill training. Women in agriculture, textiles, and handicrafts will benefit from increased financial assistance and market linkages through government procurement schemes.
And then there’s the blockbuster ‘Shakti’ scheme. Since its launch on June 11, 2023, it has provided a staggering 100 crore free bus rides to women by January 2024. Demand was so high that funds allocated for nine months ran out in just five. While the government hasn’t announced changes yet, the scheme is expected to continue in 2025-26.


Karnataka’s 2025-26 budget is more than just numbers; it’s a roadmap for women’s empowerment. Whether through direct financial aid, enhanced safety measures, or stronger economic opportunities, the state is ensuring that women aren’t just beneficiaries but active participants in shaping Karnataka’s future.
