Labour Minister Santosh Lad ‘s proposal of Cine and Cultural workers’ act gets assent of the Governor today. This Act provides social security to cine and cultural workers by promoting their welfare in the state and to provide for matter connected therewith.
The labour Minister will be the Chairman of the board along with 17 members out of which one third of them will be represented by women .The principal secretary and the commissioner of the labour department will be the Vice President and Secretary respectively. The nominated members of the boards shall have a 3 years tenure.
The board will function to ensure registration of cine and cultural activist, formulate, notify schemes for social security and welfare of registered cine and cultural activists. The board will ensure that workers have access to the benifits as per the schemes formulated by the board and to provide proactive facilitation to workers in their engagement with concerned employer.
The board will ensure rights of cine and cultural activits under section 10 are protected. It will formulate general schemes for benifits of all cine and cultural activists registered under this act and transfer all monetary benifits accrued to the these beneficiaries through direct benifit transfer. The board will register, generate an unique ID to every cine and cultural activists who is registered with the board which will be valid for a period of three years.The Government will establish welfare fund for the benificiaries. There will be a cess on cinema tickets,( not to exceed less than 1%) subscription fees and all revenue generated from the related establishments.
Labour Minister Santosh Lad proposed this scheme to ensure the cine and cultural activists of the state get social security , who were till date not covered under any such schemes and securities.
